Yeah but in order to make new ones he must find the current ones' scripts and make the new based on the old ones.

I see. Well as a first step you need to find the current effect's script in client, then modify its colors. Let us know when you find the script, maybe I can help you out changing the color.

If you downloaded a clean patched system, version shouldn't matter. Show me what you configured in l2.ini? And again, verify that your ports are opened and not blocked by a firewall.

If your ports are online then it's only the l2.ini left to modify within system folder.

Do you face this issue in your own project or while playing in other servers?

+1. This is the issue 100%. Try to delete the NPCs with effects until you find the one that's causing the issue.
