You're getting error because upon XML load it cannot find the EffectStun to reflect it. Either you haven't add it, or it's not loading properly due to java error. If previously it was loading and now it simply fail to load any skill with EffectStun as handler then the script got issue. Now i haven't really understand what you want to do. I guess you want the character to broadcast a social action (Victory in your case) upon a stun? If yes then you don't broadcast any abnormal. The broadcast skill effect come from the XML. If you want your character to broadcast a social action then you simply use the activeChar.broadcastSocialAction(activeChar.getObjectId(), 1); for Example but we don't know if stun (as it happening before) is allowing character to perform anything.
