    Ommm ... Create new folder like "forum" or "community" w/e you wish. Upload there a smf access your folder aka www.yoursite.com/forum and install it. Ofc before that you have to create a new database. So, use your CPanel or w/e and create it then process :P

    Find the code responsible for the rate and make a check if (player.isVip()) exp = blabla else exp = default You got the point. Or instead of isVip() check for the item, player.getInventory().getItemByItemId()... blabla :D

    Wrong section. Use Client dev / request section.

    Chceck the Instance file itself, there must be a check. About the second question, create a new (peace) zone. Open any zone and see how it works. If you want to do small peace zone or so, then you can even use Cylinder :P
