Wich server number are you trying to add ? If it's "0", it will not works. Try to register server number "1". It will give you a txt file you need to rename in hexid.txt and cut/paste into the configutation folder of the gameserver.

Yes, you need to edit the java source code (in java servers). The price is not stored in database, only hardcoded in java side. And after all, fix it yourself if you are so competent. But, since you are, why do you ask for help ? do you ever seen any line of code ?

Yes. Look at the java code for enchanting (for L2J) and you'll see : only random parts. There are lot of exploit with windows, but no bug.
