The web design and the backend are two completely different things... the web designer will build the front-end while the web developer will code the backend. If you want these two things built from scratch, you should spend a LOT more than 1k euro. If you decide to use an open-source e-commerce platform (many companies do), the development will be reduced and the price will decrease but the design remains... then if you choose a corporate identity the design price will be expensive, if not - you will have to choose from already built designs which will be reworked a little (color schemes, positioning etc) and you will have a working e-shop not so different than any others.

If you want a e-commerce system, built specially for you - do not offer something like 1k, I don't know a self-respecting web developer who will work for 1k on something like that. You can try at freelancer, there are some Indians working for 1k$ on that kind of projects, but the quality depends on the price!

On freelancer you will get the most special ripped website that you would have ever seen in your eyes. Don't trust freelancers either.

Depends on the price.

You can't expect a unique design for 100$ - 200$. There are many good web designers at freelancer, but they don't work for free as you can suppose!
