level has nothing to do with the game, its there just to teach you the gameplay as u are leveling up, so if you are a newbie u'll better create a new account to play against players of the same skill level, otherwise the game has no sense

league of legends is a game based on free-to-play model, and has nothing to do with private servers

the levels show the experience you have in the game doesnt affect the gameplay(except"Masterie Poins" if you play the game you will understand what i mean)
