I have a collection apparently equal and teon is not inside, but frozen is more updated than all of them

yes but  As i understand and in l2j frozen they do not make much updates now? 
or i make some mistake?

the only active english pack is aCis right now and russian is lucera i dont know any other pack, frozen was selling their files before a couple of months so its done.

1. aCis is empty as the outer space. Still many problems to consider it a working pack and the developer lack of motivation and just rename methods and classes.

 

2. Lucera is russian. Do i have anything else to say? Avoid anything relative to russian pack. Over-complicated, trash code, fake rumors that all formulas has been reworked and everything is working but thats false. Configs and language in russians and to hire a developer and add a code he will spend 5 hours just to find where each file is located. Seriously last russian pack i worked didn't even have a method to add Item into player's inventory, they had static Util that create and add item for what reason i don't know. Russian projects are considered good, but from my point of view they are amateur, chaotic and code lack of structure and orderliness.

 

Best job so far is done by L2JServer team but they don't have interlude branch. 

Consider in both cases you will hire and pay a developer if you don't want end up with shared NPC's from maxcheaters collection. But as i always say, if you don't have money to pay a professional to do the work for you, then you don't have money for advertisement and VPS and website and S-Hosting server. So in other works homemade servers are not a thing in 2019.

frozen have make updates in private sources,you can see in their forum.also frozen pack dont need match updates to be stable.

lucera is private project and i dont recommended also the project is not for newbies
