u could especif the client needed for it .-.

i think its possible but u need work in java for the item... but for the skills/effects you want u can edit the item like a potion for the java i think the command need count how many times u used that item like wondreous cubic that u can use only 1 time by day u can do that for this item and add a "debuff" effect if he used more than 3 times

the best thing to balance your server is stop overbuffing and using custom items.-. and of course fix all the skills last one, most important: teach people how to play lineage2
