No, a walker without a set.ini wouldn't have server/country and stuff. It probably was a misconfigured token.

 

well,for me the OG walker doesnt working without user.ini and l2.ini (due password is incorrect[but it isnt])

There is no user.ini and no l2.ini in OOG walker.
