Its from one of quest which found in Death of something, I don't remember its near Rune town... Old one npc... One friend of mine use this npc to sell Forggoten Scrolls.

I can see the screen clearly, I think you have a problem with your net.,

 

@the topic, I think that NPC I see somewhere in L2 World. what this NPC can do anyway? Merchant, World Info, or Buffer?

THis is NPC exists in L2 and you can find it at forest of the dead or smthing for a quest! I think!
