I was wondering, how difficult would it be to create a brand-new system that will increase a small bar at the bottom of the item when the player gains exp, pvps, etc. Additionally, how difficult is it to add a new item slot to the inventory? Is there any developer who can do those and how much would the price be if you had to assume?

Yes, client modification and server/database work.

 

You'll do the graphics in interface.xdat.

 

I don't know if you plan on doing it in java or off, but if it's off, you need to add functionality to cache and server

Java. I can make the system to increase the points and store them, but I don't know how to edit the interface and create the needed packets.

Trust me this is the hard job, most of the work is on the interface scripts

Exactly this, the progression will be a little different, but yes.
