Help Npc buffer & spawn list ~ frozen

Hi. I'm trying to create a server for my own use to spend my time. I created many npc except buffer. I want help for :

 

 1) if anyone have any npc buffer files (for  frozen) that is working successfully upload it below plz. ( I found old topics with npc buffers here, but the file is missing from the download link) 

 

  2) when I edit and I spawn my npc in server, after restart or shutdown , many of these npc are missing. 

 

I searched already for the above, but I can't found any solution that I understand. 

I request analytically assistance for the above. Thnx in advance.
