No it's not. It is part code part html. The proper Hall of fame adds the person to it as soon as he hits 76 by an automated service. Then in the code is pre made html with fillers where the database is connected to the server to get the time/players name/date/class. :) and obviously as soon as they complete the 3rd prof quests there is an announcement :)
