From what i've seen from the last 80,90 servers?
L2TopZone,L2HopZone,GameSites200 and L2JBrasil..
The most of servers use those 4 topsites as their main topsites for votes and if you check all servers they will have them for sure.
So imagine the activity of those sites :)
