good job but i have one question

I was see in one server NPC who normal players can use and can send announcement massege in game with npc he can send 20 messeges for 24 hour , when he send messacene you see

Announcement: player name: messeges

Announcement: Drogata: Help

 

how i can make this? any have ideas?
