Report Phantasmo (Elo Boost)

Before 2 weeks i talked with Phantasmo for one booost , i gave him the money and he says that he will start the boost fast . Last week he send me a msg on skype that he is exhausted from his work etc and he will delay a bit the boost and if he wont do it in the next 3-4 days he will send me the money back. Days are passed ( around 6-7) and now he doesnt reply to me on skype and he is going offline . I wanna report him for scam . I can send proofs on GM's .
