aCis but you have to wait because quest list is not completed. Plus, you can use l2jfrozen because they completed the quest list but many things need fix. You will need a skilled developer for this work.

 

For a stable and standard work, choose L2OFF.

Well My suggestion would be, get acis, get frozen, adapt the quests from frozen onto acis, and you will have the perfect pack, however it will take alot of time and effort but it will definitely be worth it.

Why he should complicate the packs?

Maybe there will be others problems I mean operational problems as for his server if he goes there.

why? Frozen is good is the areas that acis isnt good and vice versa, combining the two packs would give me an ideal pack to open low/mid server !

Adapting the quests from frozen? they're python and bugged. On aCis everything is rewritten to java and well tested, only 40 quests left to commit.
