so early in the game last whisper doesnt do much. you get much more dmg with infinity+pd . also if you take last whisper 1st then you sacrifice damage you do to squishes

It does much if your enemy laner has built 100-150 armor, which is very common for top laners.

 

Ofc you can also build Brutalizer and sell it for Last Whisper later in the game.
