Why don't you make second system with money? O_o as a donation. Like that many people will can use it && to open any server, this is the second advantage (many reports e.t.c) -
And who are they? As I see you know more than us, maybe some extra info will be more than welcome for us.

Can you do anything against those spammers from Private Servers section? This is a shame. I don't want to tell you what to do, just a suggestion. Take the same measures/ways as old moderators, decrease the am0unt of posts.
