    You will not find anything great. Only basic system, which is not rly close to how the faction server should looks like. At least from my pov, else you want something really basis - like 2 factions. L2jFrozen has faction mod, if I'm not wrong.

    For the first time ganja is right. Search for welcome / news config. On aCis server.prop and data/html/servnews.htm ShowServerNews = True

    That's why when you don't know how it should looks like, you check another htm with image, as an example. I bet there is (m)any over the whole htm folder. Locked.

    Background (wallpaper) must be defined in table line, not td, or directly in <html imgsrc="">. Also, what's the freaking point displaying a img as a background?! That makes no sense at all. If you want to add a image use <img src="L2UI_CT1.OlympiadWnd_DF_GrandTexture" width=256 height=256> and done.     Yeah, annoying add. Click anywhere, just not the X :D Told it long time ago, having sparkling banner or whatever won't make people click / check / play it. Use "by ladies" or "free 'cookies'" keyword and then it might work :D
