None of the above, all these site force players to vote for the server to get some reward in game. Also in some of them you can buy votes, so that list is not really reliable.

Lineage2 private servers section is still the heaven of the ddosers, where people threat eachother with DDoS attacks but yet these guys are still able to post here freely.

I might be wrong but I think that one of the reasons that private L2 servers are dieing is because you need an higher amount of money in order to buy 3rd party software protection, DDoS protection and other things while the profit is getting lower.
