It deppends in my oppinion because you cant make for ex Anth Nest as farm zone and main town goddart :D

Low rate=many shops=you would like a BIG place with many shops like a big farm zone into peaceful one

Mid rate=Almost same

High rate=U want fast resp..one town is ok

 

and remember:Make something unique to not be usual!

main town is only for server which want to force all player in one town to let the player thinking - that there are a lot ppl on ;)
