Some time limit should be added only once in 24 hours as they can restart

hi man :) i put this code but every time i do .vote_restart it says:

"You succesfully voted for the server restart. Votes For The Moment: 0 .. even if 10 people from server vote still say 0.. what's wrong?

and also if you vote and you restart you can vote again..
