This is the best pack to use for a retail server? Are there any paid packs better? Also what is l2jfree website?

aCis is the only pack which still got updates (I don't know about Russian packs). L2JFrozen hasn't been updated since months (almost one year ?),  L2JHellas has been shutdowned (and anyway wasn't proposing big reworks). Basic L2J is way too outdated, same for L2JFree.

Well probably l2jsunrise will do the trick. Unless you have the knowledge to get l2jserver to your needs.

That's not true (about hellas), Also frozen is coming back stay tuned

Still, Acis is the best sollution and is very cheap.
