If you changed interface to "en" and still have ????, try switching your locale to russian.

Sometimes helps.

Okay. Try the following:

Change system locale to russian. That in "Control Panel" > "Region and Language"

Change:

- "Formats" > "Russian"

- "Location" > Russia

- "Administrative" > Language for non-unicode programs > "Russian".

Restart system.

Check.
