It's a weird concept that doesn't apply to many champions. The key weakness of Riven is her HP regen. Any damage you deal on her, stays on her, since she regens so slowly. Third lowest in the game in terms of both base health regen and scaling Still, don't understand what the goal of these changes are, and I'm not really interested in champions like Riven, so I didn't bother reading the context.
