    The reason is, with such Ip list I could create a proper personal vote reward system. So, I will be able to check, if a person actually voted or not. Atm, it's only checking if the vote count raised or not.

After all, he refunded the money. Another story is that he ignored his customer, did not give any reason / explanation about the work. End of story.
