No, it's not.Critical damage = Critical Multiplier x P.attack and since Critical Damage adds P.attack when doing a critical hit it is like C.dmg = Critical Multiplier x P.attack + SA Power.So If you have like 2k patk the multplier is about x10 in not well configured server.So it's like 20k patk +500 >,>.No big difference :).Haste is good for spamming skills faster, but dual daggers are there and offer one extra skill to use.So I'd say go for dual daggers they're good both in PvP and PvE.
