I think x50 rates would be good for l2off high five and will get enough people to stay alive for long. (depends on administration team tho) -

I dont suggest this server to anyone. Server will be dead in less than 2 weeks (like x50 realm) and then owner will announce a new opening with changed rates or will change name and re-open another server. Totally senseless to play here.

Does this server have protection against l2 adrenaline?

Totally dead server. Everyone staying in towns waiting to get pc bang points to enchant items with 100% chance. Wouldnt suggest this one... (Server would be good without those divine scrolls with pc bang points in my opinion.)

Good job here...L2Cartel starts in 2 days from now. I guess this is gonna be usefull.

About multiskill, search your configs. There is a config that doesn't allow chars having "illegal" skills. Everytime char restarts, looses the skills from another classes. In my configs it is like "SkillCheckEnable"
