No,silent aim shoot only at head.

If you wanna to shot at chest you must to re-edit the silent aim. [Wich isnt such a easy job]

I told you why it is called aim?

Because it shoots at the head.

And you will dont find a aim to dont hit at head.

Actually there is a hack which's name i don't remember atm but there is a mode inside it that you choose,head-chest.

I will edit when i remember it.

It's mode was skull shot or smth.

A chest-maded dosnt exist,only if someone spend waste his time to make such a cheat.

But i dont think it bcs no one will make such a cheat for free.

put in search blank, this "silent aim" , download (simeq something like this is the author). It contains a .txt file , you can edit it and choose whatever you want.  ;)
