Netcat is a windows/unix network tool. Known as the tcp/ip "Swiss Army Knife".

 

With Netcat it is possible to listen on a port and wait for incoming TCP/UDP connections and set a connection timeout in seconds.

It is also possible to set up netcat to answer telnet connections also, so that people who don´t have netcat

can use any telnet client to connect. You can even scan for open ports with this nice little tool, among some other things.
