Nothing can change your IP without reseting your router.

superhacker this share is hacked by you because i downloaded it i installed it and then my internet connection is like i have 50k/moden than 1MBIt and i found a file named rapidhacker.and i deleted and now i am ok but there is still my connection abnormal.

I know the tool, and he didn't change it in any way to harm you or others.

 

I think it does exactly : Right Click on My network Places -> Right Click your connection -> repair

Why do you use rapidshare? It's slow, and admins delete everything. If i try to download something from rapidshare, i usually get "file not found" message instead the file.

This tool doesn't work with Static IP address. Sadly I have a almost all month static IP it changes only once a month or so...even if I unplug the modem.

Just use RAPGET or USDOWNLOADER , both work great for downloading from ANY file sharing site.
