If has +13 chance of enter, u have 13% more that enter the stun , or the mana that use less...  or more time , or... depend in the skill

usually server DC you if you try OE skills with this metod.. i tried in a lot of 5000x interlude..

i tested on DN with 10 char 76 on infi. all are 78 30% or more. tested with 40 BoG. humm i should say it dont work a lot cause i got average +6 sometime +9 +10 no more than +10 but im not a lucky girl so i ll say it dont work.
