It's too much time on maintenance!I doubt if it will open again!Anyway I think that there is a way but I am not sure.Anni told me this one.

Make a new paypal account with a new e-mail and where it ask your credit card number put the pay safe's one.

ANyway i've never tried it so I don't know.

Ask him if you want to be sure on how to do it :P
