It should work on all srvs cause isnt actually a bug but a trick.. because the re-use time of frenzy etc. depends on atck speed.. for example when i open frenzy on some servers i equip the tatoo that gives atck speed(usually soul) and after i equip back my main tatoo(sometimes isnt necessary cause i already use tatoo for atck speed as main tatoo).

It decreases the re-use time of all skills that it's re-use time depends on the atck speed.. for example rage too.. and not only, skills like ue,ud etc.
