Your code exploitable. You need store player's level and compage with new. If above then reward. Otherwise via delevel possible get many times for each level the reward.

He can store a value like if the player already got this reward-> message + return. Some more bytes in db

 CAN, not DID. I already told him elegant solution for avoid exploit.

That's will enough for exclude any exploits with character's deleveling.
