It can be done, but the minus - only one player in-game can vote on that toplist.

With topsite API it is much easier and better also more than one player in-game can vote.

Propably he means the oldschool way, counting the vote before the player start voting and then again when he finishes.

Ofc its not safe and its the worst way if you ask me.

 

2 connections per request for vote reward

threads running all the time

only one vote per time

people have to vote on the validating period otherwise they lose their reward

On big servers there would be big queue to vote, i don't see why this way could be better while few toplists provide possibility to check if single IP voted or not.
