Gm shop till S garde but with the chrimas event you will able to get S garde weapon random from 4-14

Grand bosses resspawn you will able to check ingame.

you're giving rly hard choice. I mean CArtel and Holidays

Im played on Cartel (last l2conflict) and Holi and for mine opinion Cartel is muuch better ! 

Anyway every1 will make a choice and this is only mine opinion,
