if you are play from Internet Cafe with Only 1 IP it's your problem dude and i recommend you change Internet Cafe !

 

hahah ok that funny, im not playing from a net cafe. im with my brother on lan internet which makes it 1 ip and when i'm with clan/friends we ge to a net cafe so we wont be able to join.

I wish you the best for your server but i wont have the privilage to test it. :/
