The only open source interlude project nowadays is l2jfrozen. So, frozen is your only option if you are looking for a free one. But frozen being your only option doesn't mean that it isn't a good pack. Many interlude populated servers use this.

aCis is contribution2use, it's open source with conditions. aCis never asked/received money and don't have any rank based on donations, which isn't the case about L2JFrozen.
