uhm, actualy i have no idea

i think when you will unlock the champion, you automaticly get the skin even after they release it i think

they wont give a high-pick/ban rated champion that cost 6300 IP for free + a skin, but thats what i think :p

Tho, if its true, i will refund my purchase of the champion + the skin i bought before they said it would be victorious elise skin xSD

I don't think that Elise is as strong as Aatrox and Vi are atm.
