In my opinion, counter picks do not even matter at mid/low elo. However, what you said is true.

for examlpe if YOU play as gankplank vs  someone who plays pantheon with 300elo lower than you will still lose 100%

No , the only thing they do is.

Open lolcounter see if i have a champion from the list then pick that champion.If you have the experience you will win.
