Outcome : 1.Start of with a blank canvas any size you want. 2.Fill with white. 3.Now go Filter>Texture>Grain with Intensity and Contrast both on 100, grain type is vertical. 4.Now go filter>artistic>neon glow with these setting: glow size: 5 Glow brightness:20 Colour: a light green 5.Filter>stylise>glowing edges Edge width:1 Edge brightness:14 Smoothness:14 6. Now hit ctrl+u and put the hue up to 180. If you want animation contine on ,if you dont stop 7.Go "edit in imageready" andgo to Windows > Animation. Press the Duplicate Frame button. Now there should be two frames. Select the second frame,( the frame is highlited in blue) and select the Move Tool. Hold down Shift, and drag the matrix layer down the workspace. Now, go to Select > Load Selection, and load the transparency of the matrix layer (Ctrl+Click+Matrix Layer). Then go to Image > Crop. Now on the animation pallete(a little arrow at the end on of the animation frame) click tween and put these settings. Now you save it by going to FIle>save optimized as Enjoy

Before starting, it's important to know the basis of animation. In order to get things to move, we use different frames. Each frame contains a different picture, and when the pictures are put in order and up to speed, we see the series as it was meant to be portrayed, for example, as a movie clip. To begin with, I will be using Eadweard Muybridge's The Horse In Motion. 19th century photographer specialized in sequences, and we will be turning his series of images into a clip of a horse running. The first thing you need to do is to create all of your layers in Photoshop. You don't need to make fading layers, but you should have new layers for each new picture. Tweening (fading images) You will most likely find yourself in a situation where you want to fade an image or text, into another image. To do this, use the 'Tween' button. What you need to do is use the above technique to get all your frames created, except the ones between what your fading to. If you only have 2 frames, that's fine.
