if you dont have the source you can't do it. you can only edit your client for custom armors+effects(if you want to edit your client thats not the right section) the link is for custom effect(stealth in his code) when your armor set is > +15.

what do you mean about "seems broken" ? thats how its should be. if i remember well. on l2off when you got obstacle on your way and trying to interact with npc it should stop behind the obstacle(no path find) if you want pathfind you must click near npc. not with interact.. no? edit:nah fu ck it i understand you now :P
