You're "more than basic java stuff" and you ask for what? For a stable interlude project which is tested on 500 online players without bugs/lags and crushes? No offense but you're funny here. You should know that there is no such pack and if it does no one will sell it for less than 100$. My suggestion : Take a pack like Acis, and develop it.

You can import pictures on your html pages with 2 ways: 1) Call them using java. 2) Add them in your patch. In order to do the 2nd way follow this: - Download unreal ED and photoshop - Download l2encdec_2.10.1 - Import your image to photoshop - Modify and save it as .dds or .tga - Import saved .dds/.tga on your unreal - Save and use l2encdec_2.10.1 to encrypt the saved .utx - Copy and paste the new .utx in your systextures folder. - Done!
