Probably since they went to higher chronicles development of parts like these were stopped. That's why you won't find it. I really doubt that someone made it on its own. You should try aCis , even if you make all the possible fixes to reach the current situation of java projects(which is too diffuclt and almost impossible) , it will still fail. Their IL project (l2jserver's) is dead , that means that no one can report bugs, exploits, missing npcs , etc. Plus, it's an opportunity to synchronize with current l2j projects. About the rest, read ToA of acis. :)
