well lvl 9 attri ain't bad in freya, with lvl 6 attri most people have more resists than you have on weapon, with lvl 9 your max dmg with weapon is even lower :) (in pvp, in pve  it's higher indeed)

No mana potion in pvp will boost balance expecially when there is a bishop. (since they are almost immortal)

 

About the lvl 9 attribute, freya have 3x attribute types on armor. This is not epilogue.

 

with your system u don't have mana at all even on farming u cant use them while in combat... and without mana well guess u will have a server with 2 classes only >< remember your server its  HR and guess which kind of player u will get... for sure noone which like to make buffers to get mana and etc...

 

and with the level 9 attribute doesn't mean anything, that u can get 3 attributes its about the balance which is just fucked up with a high attribute level ;)

 

but enough lets check all in game :)

after all this server failed as well everyone is playing a dagger class going around doing 5k dmg on other players really fun imho

Maybe add some element resists on armors, because daggers are in most servers strong at start.
