The best datapack in my opinion is TheMentals which uses l2 j Oneo and killer's007 which is l2j free

Choose what you think best.... :P

There is not the best pack.All packs have their advantages and dissadvantages.L2joff is the more stable pack and it si good for low and medium servers.L2jfree has the most custom features and it is good for pvp servers or faction server

 

The same for other packs that use these packs for their base
