It doesn't depends on the country.

 

It depends on the internet connection.If you have 100 mgbit uplink then you're fine.

Dedicate need more Upload /download speed for transfer data and need high speed HDD for access database and write log....

 

You need update 4GB ram for more player  and decrease lag

I suggest to you to rent one machine at Germany/Holland.

 

ADSL lines at this countries are really good,and faster than anyother.

 

Also,by hosting the server at Europe place,you don't have problems with NCSoft,as Leeroy said.

It has nothing to do with client modding. It's just different laws from country to country. I am not sure that it's now allowed in USA but I suggest you to choose another company in another country.
