Not possible. Lag happens regardless of how good the network the server is on. Internet traffic will always influence the server's response times and your own. Not only that, but your ISP may have issues one day or some ISP between the server and you may have issues. Thus, lag.

Not possible, at all. There will always be bugs to be found, exploited, and fixed. That's just how software is.
